[OTel hybrid agent] Setup cross agent tests to validate hybrid agent behavior

The cross agent tests are still a work in progress but we will want to get setup to run those with the prototype to validate its behavior.

Currently the WIP cross agent tests reside in the following repo but will eventually be moved to a proper NR org:
