[Notebook] Changing notebook name in browse bar can cause any changes in notebook to disappear #7943

Summary

Editing a notebook name in the browse bar and making changes, then editing it again will cause any changes to be erased.

Expected vs Current Behavior

No notebook changes should disappear without explicitly deleting them.

Steps to Reproduce

  1. Create or visit an existing notebook
  2. Edit the name of the notebook in the Browse Bar
  3. Make ANY chnages to the notebook (add entries, add pages, sections, etc)
  4. Edit the name of the notebook in the browse bar again
  5. Notice all changes made have been reverted

Impact Check List

  • Data loss or misrepresented data?
  • Regression? Did this used to work or has it always been broken?
  • Is there a workaround available?
  • Does this impact a critical component?
  • Is this just a visual bug with no functional impact?
  • Does this block the execution of e2e tests?
  • Does this have an impact on Performance?
